The Hospital Authority yesterday announced that in accordance with the decision of the Government on the 2015 Southern Hemisphere Seasonal Influenza Vaccination Programme, the general out-patient clinics and public hospitals have lowered the age criteria of community elders eligible for the vaccination from existing 85 or above to 80 or above starting from today. Elders who have influenza symptoms, fever or are severely ill are reminded not to receive the vaccination until after full recovery.
醫院管理局昨日公布，為配合政府2015年南半球季節性流感疫苗注射計劃的決定，各普通科門診診所及公立醫院將由今日開始，將合資格接受疫苗注射長者的年齡由現時85歲或以上調低至80歲或以上。長者如有感冒病徵、發燒或嚴重不適，應待康復後才接受注射。

The proposal on electing the Chief Executive by universal suffrage in 2017 will be tabled at the Legislative Council on June 17, the Government announced yesterday. Secretary for Constitutional & Mainland Affairs Raymond Tam noted there is a very slim chance to have the proposal passed in two weeks. However, he said he will keep urging legislators to support the plan.
政府昨日宣佈，6月17日立法會會議上將動議有關2017普選行政長官的議案。政制及內地事務局局長譚志源指出，方案能於兩星期後獲通過的機會不高，但他會盡力爭取議員的支持。

The Department of Health today reminded members of the public, particularly those undertaking outdoor activities, to take necessary measures against heatstroke and sunburn in view of the hot weather. "The public should drink plenty of water to prevent dehydration while engaging in outdoor activities," a spokesman for the department remarked.

The Centre for Health Protection has just reported the latest local response to the first case of Middle East Respiratory Syndrome exported from Korea to Mainland China. All 18 asymptomatic close contacts in Hong Kong are in quarantine at the quarantine centre in Lady MacLehose Holiday Village. 23 other contacts are under medical surveillance.

According to the International Institute for Management Development World Competitiveness Yearbook 2015, Hong Kong is the world's second most competitive economy, only after the United States. The report ranks the competitiveness of 61 economies around the world in various aspects. The four factors assessed are economic performance, government efficiency, business efficiency and infrastructure.

Chief Executive CY Leung has said the Government will handle with impartiality the case of a Mainland boy who has been living undocumented in Hong Kong for nine years. He condemned protests over the boy's case that had caused a nuisance outside a Wong Tai Sin school. He said Hong Kong is a law-abiding society that does not tolerate people expressing their opinions unlawfully or by disrupting social order.

Thousands of people gathered in Cheung Chau yesterday, to enjoy the celebratory events of the traditional bun festival, including a grand parade. The parade was held in the afternoon during which children dressed in costumes toured the island’s alleyways. The traditional steamed bun, a symbol of well-being, filled the island’s stalls. The bun scrambling competition was cancelled due to inclement weather.

The Monetary Authority has issued an alert on a fraudulent website which purports to be HSBC's official site. The bank has clarified that it has no connection with the site. The police have appealed to anyone who has conducted any financial transactions through the website to contact the bank or the Cyber Security and Technology Crime Bureau of the Hong Kong Police Force.
金融管理局提醒市民，要提防假冒匯豐銀行官方網站的欺詐網站，匯豐銀行已表明與該網站無關。警方呼籲曾透過該網站進行任何交易的人士，應聯絡銀行或警務處網絡安全及科技罪案調查科。

The Centre for Health Protection has reminded the public that seniors can receive a free Southern Hemisphere seasonal influenza vaccination now, under the Government Vaccination Programme, at 18 designated health centres. Those aged 85 or above will be given priority. The Centre will closely monitor the progress of the programme and consider expanding it to cover more elderly people.

The 2015 Bun Carnival will stage its grand finale, the Bun Scrambling Competition, at the soccer pitch of Pak Tai Temple Playground, Cheung Chau on the night of May 25. A total of 12 finalists will vie for the championships in the men's and women's teams. The Bun Scrambling Competition is one of the highlights of the Cheung Chau Jiao Festival and a well-known traditional festive event in Hong Kong.

In the test on 15 models of window-type air conditioner, the Consumer Council has found difference in their energy efficiency performance. 13 samples qualify for the top Grade 1 rating under the current grading standard, i.e. the most energy efficient. However, only 4 still qualify for the Grade 1 rating when evaluated against the new grading standard to take effect in November this year.

The Environment Bureau and Electrical & Mechanical Services Department have launched the Energy Saving for All Campaign to encourage the community to save energy and make Hong Kong a low-carbon city. This year, about 2,800 management companies have pledged to maintain the indoor temperature in their buildings at between 24 and 26 degrees Celsius during the mid-summer months.

The Government proposes designating September 3 this year as a one-off special holiday to mark the 70th anniversary of the victory of the Chinese people's war of resistance against Japanese aggression. It will hold various commemorative activities on the day. The Special Holiday Bill will be tabled at the Legislative Council on May 27 to designate the day as an additional general holiday and statutory holiday.

All museums managed by the Leisure & Cultural Services Department will offer free admission to the public on May 16 and 17 for International Museum Day. This year's theme is "Museums for a sustainable society", which seeks to convey the message that museums play a key role in promoting a sustainable society as well as performing such functions as acquisition of artefacts, research, exhibition and education.

Hong Kong Customs has mounted an operation to crack down on a discussion forum website on the Internet involved in suspected distribution of pirated TV programmes. Two men were arrested. Members of the discussion forum were required to register and, with sufficient electronic tokens, could download the pirated TV programmes.
香港海關採取行動，搗破一個於互聯網發放涉嫌侵權電視節目的網上討論區。行動中，海關拘捕兩名男子。網民要先登記成為論壇會員，並累積足夠代幣後，方可下載有關節目。

Police and a snake catcher were called to Sai Kung yesterday morning after staff at the Lady MacLehose Village found a five-metre python suspected of swallowing a sheep. Police said when they arrived they found a dead sheep beside the python, which they suspected had been regurgitated because it was too big to swallow. The python was then taken to the Sai Kung Police Station.

The Hong Kong Police Force will implement new fitness tests for recruitment from October. Those who want to join the police force as constable or probationary inspector need to pass four common tests, namely 800m run, shuttle-run (4x10m), vertical-jump and power grasp. At present, applicants for the position of police constable must pass three tests — vertical-jump, pull-up and shuttle-run (10x10m). For police inspector, one should pass the three tests plus sit-ups, squat-thrusts and 800m run.

Secretary for the Environment Wong Kam-sing said yesterday that the full implementation of the plastic bag levy was going well. Since the beginning of this month, no verbal warnings have been issued to retailers for failing to charge HK$0.50 for each shopping bag they give out. Five retailers have been prosecuted since the grace period ended last month.

Total tax revenue collected in the 2014-15 financial year was $301.9 billion, representing a 24% rise compared to the previous year. At a press conference yesterday, Commissioner of Inland Revenue Wong Kuen-fai said the increase was mainly caused by an 80% rise in stamp duty, reaching $74.8 billion. Profits tax collected rose 14% to $137.8 billion while salaries tax increased 7% to 59.3 billion.

New Police Commissioner Stephen Lo has said he will focus on fighting cybercrime and terrorism to maintain Hong Kong's stability. He is going to boost training and equipment on cyber security. He has noted that while there is no intelligence suggesting an immediate terrorist threat to Hong Kong, the city should be prepared. The police will increase co-operation with international law enforcement agencies on counter-terrorism.

Trade unions and labour concern groups took part in a Labour Day march on Friday to call on the government to add 5 more statutory holidays to the current 12 a year so that they are on a par with the number of general holidays. At present, blue-collar workers only have 12 days of statutory holidays whereas white-collar workers have 17 days of general holidays.
工會和勞工關注團體參加了上週五勞動節遊行，要求政府把現時每年12天法定勞工假期，增加5天，以便與公眾假期的數目看齊。目前，體力勞動工人每年只有12天的法定假期，而文職人員則享有17天的公眾假期。

The Immigration Department will launch a pilot scheme on May 4, allowing second-generation migrants to stay in Hong Kong. The scheme has no quota and applicants are not required to secure a job before entry. Applicants must be aged 18 to 40, born overseas, have good education, and be well-versed in Chinese or English.
入境處由五月四日起推出試驗計劃讓移居外地港人第二代回流香港。計劃不設配額，申請人首次入境時無需先獲聘用。申請人須介乎18至40歲、在海外出生、具良好教育背景及能操良好中文或英文。

Secretary for Security TK Lai has chaired an interdepartmental meeting to set up a task force to follow up the garage explosion in Wong Tai Sin in which three persons died and nine persons were injured. Fifty garages in the area were checked by the Fire Services Department yesterday and there was no sign of over-storage of dangerous goods or unauthorized works.
保安局局長黎楝國主持跨部門會議，成立工作小組，跟進黃大仙發生的三死九傷車輛維修工場爆炸案。消防處昨日巡查黃大仙區內約五十間車房，暫未發現有儲存過多危險物品或進行未經准許的作業方法。

Chief Executive C Y Leung has sent a letter to the Nepalese president to express his heartfelt condolences and sympathies to the victims of the disastrous earthquake in Nepal on behalf of the Government and the people of Hong Kong. The earthquake caused serious injury and loss of life. He said the Government would expeditiously process related funding proposals for emergency relief programmes to enable the provision of early relief to the needy.

Last Saturday more than 1 000 teachers, school librarians, students and their parents participated in the 2015 World Book Day Fest to celebrate World Book Day. The Fest featured a variety of reading-related activities, including "Flashmob Theatre", "Rugby in English", "Intensive Reading Session" and "Storytelling". The event was organised by the Education Bureau at St Francis of Assisi's Caritas School.

The Task Force on External Lighting has submitted its report to the Government, recommending the introduction of a voluntary charter scheme to implement a switch off requirement for external lighting so as to address light nuisance and energy wastage problems. The report also suggests the Government organise award schemes to acknowledge owners that sign the charter and adopt the guidelines.

Public opinion survey centres from three local universities are to conduct a territory-wide survey on what the public thinks about the government's political reform proposal. The poll will be conducted starting today until the eve of the Legislative Council vote on the reform proposal. People will be asked a single question: do you support the political reform proposal for the 2017 chief executive election mapped out by the government?

He noted the coming long period of warm weather is favourable for the breeding of the vector. The Government issued the Amber Outbound Travel Alert for South Africa yesterday. A spokesman for the Security Bureau said Hong Kong people planning to visit the country or who are already there should monitor the situation, exercise caution, attend to personal safety and avoid large gatherings of people.

The Education Bureau has announced that starting from Secondary 4 in September, school-based assessment will not be implemented in seven elective subjects, namely Chinese History, History, Economics, Ethics & Religious Studies, Geography, Music and Tourism & Hospitality Studies. Furthermore, SBA will be streamlined in Information and Communication Technology.
教育局日前公布，由九月中四級開始，七個選修科目將不實施校本評核，包括中國歷史、歷史、經濟、倫理與宗教、地理、音樂和旅遊與款待。另外，資訊及通訊科技將精簡校本評核。

An investigation conducted by the Centre for Health Protection has not found sufficient evidence linking the increase of hepatitis A cases with the eating of blueberries. The centre said 64 hepatitis A cases have been recorded so far this year. Only eight involved the consumption of blueberries.
衛生防護中心表示，截至昨日，今年有64宗甲型肝炎呈報個案，至今未有足夠證據顯示個案增加是與進食藍莓有關。調查發現，只有八名患者曾進食藍莓。

Urban taxi operators have submitted an application to the Transport Department for a fare hike. They want to raise the flag fall rate from HK$22 to HK$24, and propose increasing each jump after the flag fall by 20 cents. The operators said the rise is necessary to offset declining business and an increase in maintenance costs.

The Hong Kong Tourism Board will make use of $80 million in additional funding to promote Hong Kong's image as a hospitable city starting from the end of April through August, Secretary for Commerce & Economic Development Gregory So has said. The local business sector, retail industry, attractions and shopping centres are going to offer concessions for visitors. A lucky draw will be held too.

Shenzhen authorities have announced that multiple-entry individual visit endorsements for Shenzhen residents would be limited to one visit per week from yesterday, Chief Executive CY Leung has said. Stressing that the new restrictions are meant to crack down on illegal parallel trading activities, he said Hong Kong welcomes travellers from the Mainland and all over the world.

About 200 representatives from the District Councils and green groups attended the "Go Green Waste Less" Summit last week. The summit provided a platform for participants to share their experience in mobilising the community to practise green living. Secretary for the Environment K S Wong said in his welcoming speech that a series of measures aimed at encouraging people to reduce waste at source is coming on stream.

Financial Secretary John Tsang today urged investors to be cautious in the light of recent market volatility. He was responding to a record-breaking rally in the local stock market over the past two days, which he said was due to a number of reasons, including investors piling back into local stocks from the Easter break and Mainland investors making use of a link-up between the Hong Kong and Shanghai exchanges.

There are no plans for the Government to legislate against behaviour encouraging Hong Kong’s independence, Chief Executive CY Leung has said. He told reporters yesterday that it was an issue of concern and called on people to be cautious about advocating independence because it would affect the relationship between Hong Kong and the Mainland, as well as that of local and Mainland residents.

The Government lowered the response level of the Preparedness Plan for Influenza Pandemic from "serious" to "alert" today. The response level was raised to "serious" upon the detection of the first confirmed human case of avian influenza A (H7N9) in winter. So far Hong Kong has recorded three confirmed cases and the latest one was confirmed in late February. The surveillance system of local public and private hospitals has not detected any new cases for more than a month.
政府今日將「流感大流行應變計劃」下的應變級別由「嚴重」降為「戒備」。香港在冬季因應發現首宗人類感染甲型禽流感（H7N9）確診個案，啟動了「嚴重」應變級別。至今，香港共錄得三宗確診個案，而最後一宗於二月下旬確診，迄今本地公私營醫院的監測系統已超過一個月沒有發現新增個案。

A fire broke out in Lau Fau Shan yesterday morning. The fire was upgraded to a No. 3 alarm at noon. The affected area includes a hillside which measures about 20 metres by 10 metres and a recycling site which measures about 50 metres by 50 metres. The fire was largely put out at about 4 pm. No casualties were reported.

Lifeguards at Shing Mun Valley Swimming Pool took collective sick leave to protest against a lack of manpower, forcing the pool to close this afternoon. There were meant to be seven lifeguards on duty, but there was only one at work. A union spokesman said talks had been held with the government last month about increasing the number of lifeguards across Hong Kong by 400, but officials only promised around 20 extra ones this year.

A total of 1 210 flight movements were handled at the Hong Kong International Airport yesterday, setting a new single-day record, a spokesman for the Civil Aviation Department said today. The increase in flight movements was attributed to the high demand during the Easter holiday period. The extra flights were mostly operated to destinations in Asia. Taipei was the most popular destination followed by Bangkok, Seoul and Osaka.

Three beauticians were sentenced today after being convicted of engaging in aggressive commercial practices. The first defendant was sentenced to 200 hours of community service and the rest were sentenced to 3 months' imprisonment. On 20-11-2013, the three beauticians told a consumer she had lumps in her chest which could mutate into cancer and suggested she purchase a body treatment package. They tried to convince her repeatedly for 1 1/2 hours, causing her to purchase the package unwillingly.

Speaking at a press conference, Secretary for Commerce and Economic Development Gregory So said having considered the recommendations of the Communications Authority and all relevant latest developments, the Chief Executive in Council decided not to renew ATV's free TV licence. Mr So noted that this is the first time in the local broadcasting history that an incumbent's broadcasting licence has not been renewed.

The Tourism Commission announces that in support of Earth Hour 2015 organised by the World Wide Fund for Nature (WWF), "A Symphony of Lights" will be suspended tonight. The show will resume as normal tomorrow.

Urgent checks of Japanese food products at supermarkets and chain stores have found all the samples to be satisfactory, the Food and Environmental Hygiene Department said. This comes after chain stores in Taiwan were found selling Japanese food products that were labeled as having been made in Tokyo, instead of their actual place of origin, which was in radiation-contaminated Fukushima.
食物環境衛生署緊急檢查於超市和連鎖店售賣的日本食品，發現所有樣本均令人滿意。是次行動源於日前台灣有連鎖店被揭發銷售多款擅自更改原產地標籤的日本食品，這些產品被標示在東京製造，而不是實際的產地——受輻射污染的福島。

Ballots were drawn yesterday to determine applicants' order of flat selection for the sale of Home Ownership Scheme flats. A total of 2,160 flats in five developments were offered for sale. They included Ching Chun Court in Tsing Yi and Sheung Chui Court in Tsuen Wan. About 135,000 applications were received upon final counting.

A total lunar eclipse will occur during the evening of April 4 in Hong Kong. The total eclipse will begin about one hour and 20 minutes after the moonrise. The whole process will last for 4 hours and 28 minutes. The event will be best observed at places with an unobstructed view to the horizon in the east and southeast, such as Shek O and the east dam of High Island Reservoir.
四月四日晚上香港將出現月全食，月出後約一小時二十分便會進入食既。這次月食的整個過程歷時四小時二十八分。觀看地點以可看見東及東南方地平線為佳，如石澳、萬宜水庫東壩等。

At a press briefing, Hong Kong Observatory Director Shun Chi-ming pointed out that heat waves are likely to become more frequent in Hong Kong. Regarding the weather outlook for 2015, the Observatory expects the annual rainfall to be normal to below-normal and the number of tropical cyclones coming within 500 kilometres of Hong Kong to be near normal, i.e. between four and seven.

Henry Chau Hoi-leung, who was found guilty of murdering his parents and chopping their bodies into pieces, was jailed for life at the Court of First Instance yesterday. The judge said Henry Chau was a highly dangerous individual with no feelings for others and he always blamed his faults on other people but not himself.

The Food and Environmental Hygiene Department has urged people visiting cemeteries and columbaria to pay respects to ancestors during the coming Ching Ming Festival to keep the environment clean and dispose of used containers properly to stop mosquito breeding. To prevent hill fires, its spokesman encouraged grave-sweepers to use flowers to replace incense burning.

Territory-wide enforcement operations code-named "Twilight" were mounted by the Immigration Department on March 18 and 19 to combat illegal employment activities. A total of 11 illegal workers and 5 suspected employers were arrested. During the operations, officers of the Immigration Task Force raided six target locations including a stall, a restaurant, factory buildings and a temple.

The Hong Kong Flower Show 2015 will be held at Victoria Park from today until March 29. It is a major event organised by the Leisure and Cultural Services Department to promote horticulture and the awareness of greening. This year's flower show features "When Blossoms Dance" as the main theme and oncidium as the theme flower. More than 350 000 flowers will transform Victoria Park into a colourful wonderland throughout the period.

Mr Deacon Chiu Te-ken, the founder of our school, passed away on Tuesday. He was certified dead at Yan Chai Hospital, a public hospital he helped found in the 1960s. Mr Chiu gradually became a household name as he worked his way up through the entertainment business to banking and tourism. He acquired Lai Chi Kok Amusement Park in 1962. He bought Rediffusion Television and renamed it Asia Television in 1982.

The Consumer Council studied children's meals from 15 restaurants last month. Most were found to be high in fat, sugar or sodium. The highest level of sugar was found in a children's meal at Pizza Hut and Outback Steakhouse's ribs had most salt. The report is a wake-up call to parents on the problem of obesity among one-fifth of local children. It exposes them to the risk of early development of diabetes, hypertension and heart disease in adulthood.
消費者委員會上月測試了15間餐廳的兒童餐，大部份有高含量的脂肪、糖或鈉。必勝客其中一款兒童餐的糖含量最高，而Outback牛排餐廳的肋骨則鹽分最高。現時本港有五分之一的兒童面對肥胖問題，這份報告正好是給家長的一個警示。事實上肥胖將增加兒童成長後更早患上糖尿病、高血壓和心臟病的機會。

Yesterday the Government announced that the Public Transport Fare Concession Scheme for the Elderly would be extended to green minibuses in stages from 29 March, 2015. For easy identification, green minibuses participating in the scheme will carry a logo on their windscreens. Elderly people aged 65 or above can travel on these green minibuses at a fare of $2 per trip using a designated Octopus.

Plastic shopping bag charging will be fully implemented starting April 1 to promote reduction in the use of plastic bags. All retailers in Hong Kong will have to charge customers not less than 50 cents for each plastic shopping bag. Plastic shopping bags used for food hygiene reasons, such as containing a food item which is unpackaged or in frozen state, can be exempted from the charge.

According to tourism sector lawmaker Yiu Si-wing, the number of mainland tour groups coming to Hong Kong has dropped by 60 percent because of recent protests against parallel trading. He said 170 mainland tour groups visited Hong Kong in the first week of March, compared to 400 in the same period last year. He urged the government to do more to tackle parallel traders and build more shopping malls at the border.

Two off-duty Cathay Pacific pilots have died after a sports car they were travelling in mounted the central divide on a road outside the Kwai Chung Container Terminal and burst into flames. The accident happened at four yesterday morning. Firemen who put out the blaze found the two, aged 27 and 28, inside the car. They were declared dead at the scene.
昨日凌晨四時在葵涌貨櫃碼頭外發生致命車禍，一輛跑車失事撞石壆後起火，兩名休假中的國泰機師死亡。消防到場將火救熄，在車內發現該兩名分別27歲和28歲的機師，當場證實死亡。

Yesterday the police concluded a one-week territory-wide campaign to promote safe driving. Among the 3444 summonses and fixed penalty tickets issued, 1198 were issued for speeding, 303 for using a hand-held mobile phone while driving, 178 for seatbelt-related offences and 100 for failing to comply with traffic light signals. The campaign also resulted in the arrest of one driver for drink driving.

Secretary for Security Lai Tung-kwok criticized the anti-parallel trading protests that turned violent in Sheung Shui, Tuen Mun and Tsim Sha Tsui on Sunday. He strongly condemned some protesters' behaviour, including the act of humiliating and kicking pedestrians, searching their personal belongings and obstructing the bus operation.

Chief Executive Leung Chun-ying attended a forum yesterday, saying the government could waive land premiums and spend public money on infrastructure to increase the supply of land for homes on the city's outskirts. But he said such ideas would still face opposition from some people and they would file judicial review applications.

Hong Kong offers the best quality of living among cities in China, but falls behind main competitor Singapore, according to a survey conducted by an international consulting firm. Hong Kong ranked 70th among 460 cities assessed. The survey measures living conditions based on 10 categories, including political stability, economic environment, sanitation, education, transport and housing.

The "Pets With love" Dog Adoption Carnival will be held in Sai Kung this weekend. It aims to encourage people to adopt abandoned dogs and promote responsible pet ownership. Activities at the carnival include celebrities sharing the experience of keeping dogs, performances by police dogs and game booths.

The Centre for Food Safety has found a choi sum sample and a watercress sample with pesticide residues at levels exceeding the legal limits. Its spokesman reminds the public to prepare vegetables suitably before consumption, including rinsing and soaking them, to reduce the level of pesticide residues. The outer leaves of the vegetables can also be removed as appropriate.

Violence erupted in Yuen Long last Sunday over the parallel trading business. Police used pepper spray and arrested 38 people for offences including possession of offensive weapons, assaulting police and indecent assault. Hundreds of protesters wanting the cancellation of multiple entry permits for mainlanders clashed with people backing the cross-border shopping business.

The former abusive employer of Indonesian domestic worker Erwiana has been sentenced to six years in prison, and ordered to pay a HK$15,000 fine. The judge said the ex-employer’s attitude and behaviour were contemptible, and she had shown a lack of compassion to her domestic helpers. The judge also said this type of conduct could be prevented if domestic helpers were not forced to live with their employers.
虐待印傭Erwiana的前僱主判監六年及罰款一萬五千元。法官表示，該前僱主的態度和行為是卑鄙的，她對待家傭缺乏同情心。法官還表示，如果家傭不需強制住僱主家，這種情況可能不會出現。

Secretary for Development Paul Chan announced the Government's 2015-16 Land Sale Programme yesterday, comprising 29 residential sites capable of providing 16,000 flats. He estimated the total private housing land supply in the coming financial year will produce 28,000 flats, which include supply from Government land sales, railway property developments, Urban Renewal Authority projects and private developments.

Chief Executive C Y Leung said yesterday that the Government would discuss with Mainland authorities measures to tighten arrangements under the Individual Visit Scheme for Mainland tourists. He also said he understood that Mainland tourism growth had placed pressure on local people's livelihoods, so he would bring up the issue during a visit to the Mainland in March.

The Centre for Health Protection is investigating a case of severe paediatric influenza A infection affecting a 9-month-old baby boy. The patient has presented with fever, cough, runny nose and shortness of breath since February 21. He was admitted to Prince of Wales Hospital yesterday and was subsequently transferred to the Paediatric Intensive Care Unit. He is currently in a critical condition.
衛生防護中心正調查一宗兒童感染甲型流感的嚴重個案，涉及一名九個月大男嬰。該名病人自二月二十一日起出現發燒、咳嗽、流鼻水和氣促。他於昨日入住威爾斯親王醫院，隨後轉送兒科深切治療部，現時情況危殆。

Police appealed to the public to use the 999 hotline service only for emergencies. In 2014, the Police Regional Command and Control Centres received 2 323 016 calls, of which only 55.5 per cent or 1 289 475 calls were genuine. The remaining 1 033 541 were nuisance calls or misdialled. A police spokesman said that misuse of the emergency hotline would delay the handling of genuine emergencies. It could also endanger the lives of people at risk by postponing their access to the service.
警方呼籲市民應在緊急情況下才致電九九九熱線。在2014年，各區指揮及控制中心共接聽2 323 016個來電，當中只有 1 289 475個（約55.5%）為需要處理的求助電話，其餘的1 033 541個來電則屬滋擾性或錯誤撥出。警方發言人表示，濫用緊急熱線，不但影響警方處理緊急事故的效率，亦可能延誤有真正需要的市民向警方求助，令他們的生命安全受到威脅。

According to a recent Consumer Council report, 2 pieces of sweet pudding contain 50 grams of sugar equivalent to 10 sugar cubes, 18 pieces of sesame cookies contain 45 grams of total fat equivalent to 3 tablespoons of cooking oil and 4 pieces of turnip cake contain 1 gram of sodium equivalent to 50% of the WHO recommended daily intake limit on sodium. In short, a lot of traditional Chinese New Year favourites are high in sugar, salt and fat, which are detrimental to health if consumed excessively.

City University conducted a study last month in Hong Kong, Osaka and Singapore to gauge people's levels of satisfaction in six areas of life and their attitudes towards happiness. Hong Kong scored the lowest among the three cities with an overall happiness index of only 6.98 out of 10. Singapore had the highest score at 7.56. The six areas covered were politics and society, the economy, entertainment and leisure, the environment, public health, and housing.

Hong Kong and Kowloon Ferry’s Sea Smooth skipper Lai Sai-ming was jailed for eight years for manslaughter and endangering the safety of others at sea in the 2012 Lamma ferry disaster that killed 39 passengers. Mr Justice Brian Keith also sentenced Hongkong Electric’s Lamma IV captain Chow Chi-wai to jail for nine months for endangering the safety of others at sea.

The University of Hong Kong Student Union is going to leave the Federation of Students. A total of 2,522 students voted in favour of leaving in the week-long referendum while 2,278 voted against. Almost 1,300 students abstained. Many students supported quitting the Federation of Students because they felt it lacked transparency and disagreed with how the group had handled the Occupy movement.

The Customs and Excise Department arrested three beauticians of a beauty parlour suspected of engaging in aggressive commercial practices in the sale of beauty service to a consumer. They claimed that the customer had suffered from an infectious disease which could incur pathological changes or even mutate into cancer and they hence advised the consumer to purchase expensive beauty service.

Police conducted a territory-wide operation yesterday to reinforce the wearing of seatbelts on public light buses. The operation resulted in the issue of 21 verbal warnings and 135 summonses to the passengers. In addition, eight fixed penalty tickets were issued to the drivers for failing to wear seatbelts. Anyone who is found not wearing a seatbelt on a PLB is subject to a maximum fine of $5,000 and three months’ imprisonment.

Civil Aviation Department director-general Norman Lo Shung-man has been deplored by Legco's Public Accounts Committee over his failure to follow proper procedures while building the department's new headquarters. The CAD converted a 1500 square-metre area reserved for future expansion into the current construction and failed to seek permission before building shower facilities in Lo's office.

A severely injured Chinese white dolphin rescued last week has been euthanized by Ocean Park after its bodily functions started to shut down. The male dolphin was first sighted on January 16 with wounds on its tail and back which were so deep that they exposed its vertebrae. The injuries were believed to have been caused by propellers.
一條上週被救起嚴重受傷的中華白海豚，因身體機能衰竭，海洋公園替牠安樂死。該雄性海豚在1月16日首次被人發現，其尾部及背部的傷口深至脊椎骨外露。牠的受傷被認為由螺旋槳所致。

The former employer of Indonesian domestic helper Erwiana was convicted of 18 assault charges at the District Court yesterday. Judge Amanda Woodcock said she found Erwiana credible. She did not think Erwiana had framed her former employer. Sentencing has been set for February 27.

Police used pepper spray and batons as they clashed with protesters demonstrating against mainland parallel traders inside a shopping mall in Tuen Mun two days ago. Many of the protesters said mainland parallel traders had seriously affected the daily lives of local residents. However, the Director of Immigration, Eric Chan, said he did not see a rising trend in the number of such traders.

The HK$500,000 stolen from former security minister Regina Ip Lau Suk-yee following an email scam has been returned to her. Ip believes her email account was hacked after she opened an attachment on a bogus email purportedly from MTR chairman Dr Chien Kuo-fung. Chien sent an email hours later warning that his account had been hacked and advising her to change her password, but she was so busy that she forgot.

The Centre for Health Protection urged the public to heighten vigilance and get vaccinated early against seasonal influenza. It launched a Facebook Page and a YouTube Channel last week with a view to disseminating information on health promotion as well as disease prevention and control to members of the public, especially the younger generation.

The Consumer Council said local oil prices have been quick to go up, but slow to come down. In 2013, all five local petrol station operators increased fuel costs just four days after an increase in crude prices. But they took eight days to reduce prices when crude oil became cheaper last year. It also found the rate of decrease was often lower than that of changes in crude prices.

The Centre for Health Protection has appealed to the public not to use three cosmetic cream products as they contain excessive mercury. Prolonged exposure to mercury can cause damage to the nervous system and kidneys. Symptoms include tremors, irritability, insomnia, deterioration of memory, difficulty in concentration, impaired hearing and vision, and change in the ability to taste. In the most severe cases, renal failure may occur.

A fake university -- Suwen University of Hong Kong -- was selling diplomas on taobao.com. It priced its certificates between 300 and 1,000 yuan. On Suwen's website, photoshopped pictures showed that its name is on various local landmarks including IFC in Central and Harbour City in Tsim Sha Tsui. The Education Bureau said Suwen is not a registered school.

The large-scale science programme HK SciFest 2015 opened today. Organised by the Hong Kong Science Museum in collaboration with local tertiary education institutes and government departments, the festival offers a wide range of science exploration activities including lectures, competitions, family days, experiment classes, film shows and field visits for the public to explore the fun of science. The event runs until mid-April.

This increases the risk of developing high blood pressure.

He was travelling in a taxi on Gloucester Road when he saw the money lying there. He told the driver to stop and then got out of the taxi to pick up the banknotes.

The Office of the Government Chief Information Officer launched the Cyber Security Information Portal yesterday. Hong Kong has been ranked the world’s freest economy for the 21st year in a row, according to the US-based Heritage Foundation. A runner who collapsed just 100 metres from the finishing line at the Standard Chartered Hong Kong Marathon last Sunday has died in hospital. The twenty-four-year-old runner was certified dead yesterday morning at Eastern Hospital after spending a night in intensive care. The exact cause of his death was unknown, according to a Hospital Authority spokesman.

Traffic on Lung Cheung Road came to a standstill a few days ago after a double-decker burst into flames at the Tim Ma Yuen bus stop. When the driver noticed smoke at the rear of the bus, he immediately evacuated about 80 passengers from the bus. Luckily no one was injured, but the bus was destroyed and there only remained a scorched frame.

A 17-year-old schoolboy has been arrested for stabbing a classmate in the back with a pair of scissors. The incident happened at a secondary school in Yau Ma Tei. Police say the two were involved in an argument. The victim was admitted to Queen Elizabeth Hospital in stable condition.

The opening ceremony for the Hong Kong Army Cadets Association was held at the People's Liberation Army's naval base on Stonecutters Island yesterday. It claims to be Hong Kong's first uniformed group to train members in Chinese-style military foot drills. One of its objects is to enable the local youth to understand their responsibilities as Chinese citizens.

The World Health Organisation wrongly predicted the most prevalent strains of influenza during the current flu season, with a resultant reduction in protection by vaccines. However, Yuen Kwok-yung, professor of infectious diseases at HKU, said young children, elderly people, pregnant women and people with chronic diseases should still take the flu vaccine as they were more likely to develop severe complications if infected.

A Consumer Council test on 20 models of facial tissues – 13 in boxes and 7 in soft packs – has shown a vast range of prices. Despite the significant price variations, no direct correlation between price and performance in strength, absorbency and softness could be found. In fact, the top performers in the box tissue groups were not the most costly brands. Manufacturers of facial tissues are urged to provide better information disclosure on the number of plies and sheets, size and net weight.

According to Chief Executive’s policy address, the government plans to provide a subsidy for students to join at least one Mainland exchange programme each in the primary and secondary stages. It will also provide financial support for local schools in a bid to double the number of primary and secondary sister schools in Hong Kong and the Mainland to about 600 pairs.

The Chief Executive in Council has adopted the recommendation of the Minimum Wage Commission to raise the Statutory Minimum Wage rate from its prevailing level of $30 per hour to $32.5 per hour, an increase of $2.5 or 8.3%. The Minimum Wage Ordinance (Notice 2015) will be tabled in the Legislative Council next Wednesday. Subject to the approval of LegCo, the revised SMW rate will come into force on May 1.

The Bauhinia Foundation Research Centre conducted a telephone poll of 1,001 Hongkongers aged 18 to 29 at the end of last year. The survey found that 64.7% were unwilling to seek employment on the mainland. Of those unwilling to work across the border, 22.8% lacked confidence in the rule of law in mainland China, 18% said they were not used to the way of life there and 17% did not want to leave their families.

Live chickens returned to the city's wet markets yesterday for the first time since the discovery of the H7N9 bird flu virus in a sample of imported chicken from Guangdong at the end of last month. Some 3,200 birds were delivered to retailers by way of a new temporary inspection point in Ta Kwu Ling. Prices rose only modestly despite a relatively small supply.

The driver of a school private light bus and a nanny were arrested on suspicion of ill-treating a four-year-old kindergarten student after leaving him alone in their vehicle for about 30 minutes. The child fell asleep and stayed behind when the other children left the 16-seater minibus. The boy was freed after alerting a passerby who called the police.

The government submitted a report on public sentiment to Beijing on Tuesday. The report stated that it had reflected objectively and truthfully the events related to constitutional development as well as the opinions expressed by different sectors of the community from August 31 to December 15 in Hong Kong. But student leaders and pan-democrats accused the government of "twisting" public opinion.

Building work began yesterday on Hong Kong Disneyland's third hotel, with the 750-room Disney Explorers Lodge scheduled to open by early 2017. The seven-storey theme hotel will help boost room supply by 75 per cent to 1,750 rooms. Disney elements to be represented at the hotel include characters from The Jungle Book, The Lion King, Finding Nemo and Up.

Research conducted by the University of Hong Kong during the last academic year on 100,000 students aged six to nineteen at 173 schools in the city found that 18 per cent were overweight and a further 9 per cent were obese, based on World Health Organisation body mass index standards. Researchers believe schools’ and parents’ focus on academic performance has made them ignore exercise, leading to generally low fitness levels.

Dubai toppled London's Heathrow to become the busiest airport in the world.

The Community Care Fund has announced to relaunch the "One-off Living Subsidy for Low-income Households Not Living in Public Housing and Not Receiving CSSA" from today. Compared to the first launch of the programme, the amount of subsidy will be raised. The adjusted subsidy amounts are $4,000 for one-person households, $8,000 for two-person households, $11,000 for three-person households and $13,000 for four-or-more-person households.

He was sentenced a day after another egg-tossing incident, targeting student leader Wong Chi-fung.

CLP Power has proposed a single-digit increase in its tariffs, much lower than its earlier prediction of 11.8 percent. CLP managing director Poon Wai-yin assured users "there will be good news." He said CLP will purchase more environmentally friendly coal, which will reduce the need for natural gas.

Clashes erupted again in Mong Kok last night. Hundreds of people made repeated attempts to reoccupy roads, hours after traffic on Nathan Road returned to normal. There was pushing and shoving between the crowd and police. A total of 148 protesters were arrested during the two-day operation in which the occupied area nearby was reopened on Tuesday.

A HK$350 million three-year government scholarship fund will begin in the next school year with 100 outstanding local students eligible to receive scholarships to study at top universities abroad. Awardees will receive up to HK$250,000 per year. The students will have to sign a contract stating that they will return to the city to work after graduation for at least two years.

Hong Kong has moved up two places to become the world's fifth-best city for international students, according to institution-assessment agency Quacquarelli Symonds' annual report. The city lost out to four cities -- Paris, Melbourne, London and Sydney, which took first to fourth places respectively. Hong Kong replaced Singapore as the best city for students in Asia.

The lawyer who represents a taxi drivers' group, Phyllis Kwong, said the occupiers will have to follow the injunction order to remove the barricades before this afternoon and they will be arrested for contempt of court if they block any clearance enforced by bailiffs.

The Office of the Privacy Commissioner for Personal Data has published an investigation report recently. It revealed six tutorial service agency websites in breach of the Personal Data (Privacy) Ordinance for collecting unnecessarily the Hong Kong Identity Card numbers of private tutors during online registration. 520,000 persons were affected.

According to the Audit Commission’s latest report, the number of Hong Kong elderly people who died during the past year while waiting for a place at a care home rose to 5,700 – an increase of 1,700 on the average of 4,000 annual deaths recorded before 2010. It shows increased demand for care home vacancies has far outstripped inadequate supply.

HKTV started broadcasting yesterday, the same day TVB held its annual anniversary gala. Chairman Ricky Wong Wai-kay said shows would be uploaded on the internet from 6am daily and they would run for 20 hours. A maximum of 400,000 viewers may watch any programme simultaneously at any given time.

A pedestrian was in stable condition after he plunged 4 metres into a deep hole that opened up suddenly in a Causeway Bay pavement next to a construction site. A government engineer said soil beneath the site had been washed away, causing the two-by-five-metre hole.

The Consumer Council warned yesterday that more than half of the USB power chargers it tested had safety issues that could cause short circuits. The Chairman of its Publicity and Community Relations Committee, Michael Hui, said that in some cases, short circuits could lead to fires. Two unbranded models were the worst performers among the 20 chargers the Council tested.

The Immigration Department and the Hong Kong Police Force jointly mounted a series of anti-illegal employment operations code-named "Windsand" on November 12 and 13 in the New Territories. 17 mainland visitors aged from 19 to 71 were arrested for breaching their conditions of stay by being involved in suspected parallel goods trading. The goods included milk powder, diapers, daily necessities, skin-care products and electronic products.

The Legislative Council Secretariat has released a Research Brief on "Preparing for population ageing" to study the overseas experience in tackling ageing population. Due to a low fertility rate and an extended life expectancy, the ageing population in Hong Kong has been growing. The measures adopted by overseas countries include recruiting and retaining mature workers and promoting work-life balance for female population.

According to the MTR Corporation, the West Island Line connecting Sheung Wan to Kennedy Town will open on schedule at the end of December. But only two of the extension's three stations, Kennedy Town and HKU, will be opened. Sai Ying Pun station is being delayed because of construction problems at its exits. It will not open until March.

The Hong Kong Examinations and Assessment Authority criticized some candidates in its report on this year's DSE English language exam for using lengthy quotations from celebrities such as Nelson Mandela, Steve Jobs and Nicholas Tse Ting-fung. Using lengthy quotes might have affected their grades because these quotations were not the students' own words and often did not cohere with the context.

A paediatrician has been issued a warning letter and reprimanded by the Medical Council for injecting a one-year-old child with the wrong vaccine. Dr Lau Mang-kaw, who practises in Tuen Mun, was found guilty of professional misconduct after the council heard the child was given a pneumococcal booster shot when a Hepatitis A vaccine had been requested.

A second worker at a Sai Ying Pun MTR construction site was yesterday confirmed with the mosquito-borne dengue fever, the Centre for Health Protection said. The 25-year-old man is in stable condition at the Hong Kong Baptist Hospital, where he was admitted on Saturday. The latest incident follows the first local case in four years, in which a 63-year-old man fell sick while working at the same site early last month.

A 29-year-old British banker will appear in court today in connection with the murder of two women in Wan Chai. The suspect stands accused of killing two women at his upscale apartment. Police found the body of a young woman in the living room. Her throat had been slashed. About eight hours later, the corpse of another young woman was discovered inside a suitcase on the balcony.

2,160 new subsidised flats will come onto the market next month at prices of as little as HK$1.87 million. The cut-price homes are being offered under the Home Ownership Scheme. They have been the first new flats released since HOS was revived by Chief Executive Leung Chun-ying in 2012, nine years after it was scrapped as prices in the private market plummeted.

Democracy ranks fourth among our most cherished core values, according to a recent CUHK survey. Of 11 core values, the highest percentage of respondents (22.9 %) chose rule of law as most important, followed by freedom (20.8 %), and a just and corruption-free society (15.3 %). Democracy was singled out by just 11.1 % of respondents, ahead of social stability (8.3 %). Altogether 804 people were interviewed by telephone last week.

The Hong Kong Wine and Dine Festival, which took place near the Central piers last year, has moved to the Kai Tak Cruise Terminal because of the Occupy movement. Although public transportation to Kai Tak is limited, the Tourism Board will arrange free shuttle buses. Companies taking part in this festival, which opened yesterday, say the location is not convenient and they fear this could affect the number of visitors.

An exhibition entitled "Treasures from Tsarskoye Selo, Residence of the Russian Monarchs" will be held at the Hong Kong Museum of History from today until March 16 to showcase artefacts from Russia's Romanov dynasty. The exhibition is the largest of its kind ever staged in Hong Kong. Hundreds of exhibits including paintings, costumes, porcelain, weapons and works of art are on display. One of the exhibit highlights, a richly decorated carriage used for the coronation of Emperor Alexander II in 1856, has been loaned out by Russia for the first time.

The co-discoverer of the Ebola virus, Peter Piot, is in Hong Kong to address a symposium. He warned that temperature screening for Ebola as carried out at Hong Kong International Airport will not work as the disease is not airborne. He stressed the importance of training people to spot high-risk airline passengers before they boarded.

The Professional Teachers' Union has spoken out against a government plan to trim politics-related content in the liberal studies curriculum. It said the government had tried to link the present unrest to LS. The Education Bureau said the review had nothing to do with the Occupy movement. It added that LS was a new core subject under the New Senior Secondary Curriculum framework and the review was done by the bureau based on needs and schedules.

A group of rock climbers hung a huge yellow banner reading "I want real universal suffrage" from the highest point of Lion Rock on Thursday to show support for the democracy movement. Yesterday a Government Flying Service helicopter flew eight firefighters and five Civil Aid Service mountain rescue officers to the site and removed the banner for reasons of safety.

A breed of overworked, overstressed and overwhelmed people is emerging in Hong Kong, a survey covering eight regions across Asia shows. The highly stressed Hongkongers were found to be the least motivated to maintain a healthy lifestyle in Asia. They cited reasons including a lack of time due to work, a lack of personal motivation and the distractions of television and the internet.

Hong Kong Customs has mounted a three-week special operation targeting cross-boundary smuggling of illicit cigarettes and distribution of these cigarettes in the territory. In the operation, about 3.6 million sticks of suspected illicit cigarettes were seized. The total market value was estimated at $10 million. Twelve men and three women aged between 20 and 56 were arrested.

The government and student leaders remain poles apart on how Hong Kong should elect its leader in 2017 after their televised talks yesterday. But Occupy Central co-organiser Benny Tai said the new report should be submitted to the NPC Standing Committee so that it could retract its August decision.

More than 20 homeless people have been driven out of an open space under the Ferry Street flyover after Yau Tsim Mong district councillors proposed relocating a temporary rubbish storage site on Prince Edward Road to that area. A voluntary organization helping the underprivileged criticized the government for not stating clearly what the homeless people could do if they failed to find affordable rental flats before the deadline.

For the third year in a row, the number of Hong Kong students seeking secondary education in Britain has dropped. The British Council mainly attributes this to a decline in the local school population and says that fewer civil servants can now claim an overseas education allowance for their children.

A 37-year-old man who was first runner-up in an international bodybuilding contest dying of liver failure got a new lease of life – a transplant from a dead man who had the same operation 11 years ago. He received the graft at Queen Mary Hospital on 2 October. It is believed to be the second time that such a procedure has been successfully done anywhere.

The Consumer Council tested 25 different models of home electronic thermometers for accuracy, consistency of readings and mechanical strength. Of those, seven old-fashioned stick-shaped thermometers for measuring oral, armpit or rectal temperature scored full marks in overall performance. The newer, more expensive models measuring the ear and forehead performed poorly.

A 59-year-old jobless man who stabbed his wife to death at her workplace because he suspected she was having an affair has been sentenced to life imprisonment. The judge condemned him for not only taking the life of his wife but also depriving his son of a mother.

The Ombudsman criticized the government for hoarding columbarium niches while tens of thousands of people in need have been left unable to buy one. In 2012, the government completed 45,250 new niches, but the Food and Environmental Hygiene Department decided to release them in three phases. 20,000 niches were left empty for almost two years. The report suggests the government allocate new niches on a first come, first served basis.

Under the Disability Discrimination Ordinance it is an offence for anyone to refuse services or entry to a blind person accompanied by a guide dog at any place open to the public.

Low-income dwellers living on the top floors of old tenement buildings have become the forgotten victims of the urban heat island effect, a green group has found. A study on buildings in seven districts including Mong Kok and Sham Shui Po has found that surface temperatures on some rooftops can go up to 70 degrees Celsius on some days.

Twenty-nine people were hurt when an overloaded lift plunged twelve floors in a factory building in Kwun Tong. Five of those injured suffered various degrees of bone fractures. The lift was licensed to carry 21 passengers, but firefighters found 29 passengers inside. A source said after the lift picked up passengers on the 12th floor, it plummeted to the ground.

Tycoon Chao Sze-tsung became the latest victim in a string of celebrity burglaries when antiques and other items valued at about HK$10 million were stolen from a safe in his bathroom. Initial investigations revealed that six antiques, five watches and twenty items of jewellery had been stolen. His mansion was the third luxury house burgled on Hong Kong Island in the past four days.

A fire broke out in the High Court building in Admiralty the day before yesterday, disrupting eight trials and sending to safety more than 100 jurors and judicial officials. Three fire engines and two ambulances arrived at the scene five minutes later. The cause of fire remains under investigation, but it is believed to have been caused by a short circuit.

Hacker group ‘Anonymous’ has declared war on the Hong Kong government, citing the treatment of protesters during Occupy Central as the main impetus for the attack. A number of Hong Kong-registered websites have been hacked, and the hackers' targets reportedly include government departments. In the past few years, ‘Anonymous’ has targeted governments and businesses by defacing their websites.

He appointed Mrs Lam to start a dialogue with student representatives as soon as possible. Leung said the police will not take any action as long as protesters do not challenge police frontlines.

A government spokesman said that some of the attendees are elderly people. The decision was made considering their safety and the difficulties they have in travelling to and from the venue.

Secretary for Development Chan Mo-po and his wife have been fined HK$230,000 by the High Court for defamation. The couple sent emails to the Chinese International School and some parents three years ago, claiming its head boy and his twin sister had cheated in a test. They also claimed that their father, who was a governor at the school, had helped to cover up the matter. The twins were schoolmates of the Chans' daughter.

A car driver who allegedly sped through a crowd of Occupy Central demonstrators in Mong Kok in the early hours of Tuesday morning has denied doing anything wrong. A man who witnessed the incident said he would have been seriously injured or could have lost a leg if he had not got out of the car’s way at last second.

The Education Bureau has announced that classes will be suspended at all schools in Wan Chai, Central and Western districts today due to traffic disruptions caused by the protests.

Some protesters were seen throwing back plastic bottles at officers.

The Hong Kong Monetary Authority has announced that the Coin Collection Programme will be launched next month. The government yesterday banned the import, sale and supply of all lard products made by Taiwan’s Chang Guann Company. The Equal Opportunities Commission has announced the findings of the “Study on Workplace Discrimination in Hong Kong”. The survey revealed that 18% of the respondents alleged to have experienced discrimination when seeking a job or at work. Among them, the most common type of discrimination encountered was age discrimination. Other types are related to gender, pregnancy, marital status and the status of being new immigrants.

The MTR Corporation has apologized, saying that it would strengthen staff training in handling similar incidents.

A research team has proposed a retirement pension of HK$3,000 a month for everyone aged 65 and over – to be financed by a payroll old-age tax. The government would need to inject HK$50 billion but an additional profits tax would not be required.

The government has said the Commissioner's proposal to tighten controls on person-to-person marketing phone calls could affect the jobs of about 20,000 people. The Privacy Commissioner, Allan Chiang, said such calls could be phased out sector-by-sector over a period of time. He said this would reduce the impact on jobs in the telemarketing industry.

The man is a security guard and is reported to be enthusiastic about playing war games.

A pilot programme to identify patients at high risk of stroke will be introduced at five clinics next month. The two-year programme will screen patients aged 65 and above, as well as those suffering from diabetes or hypertension. It is hoped that 60,000 people will be screened during the two-year programme.

Wheelchair-bound Tam Wing-hang scored 26 points in the DSE. The 20-year-old was diagnosed with spinal muscular atrophy when he was six months old. The environmental group Greeners Action has called on the government to make reducing waste at source its priority for waste management. Impulsive behaviours, such as biting someone, are signs of ADHD. Other symptoms include inattention and hyperactivity. It has been estimated that 6 percent of Hong Kong's population, including children, suffer from this mental disorder.

A study shows that many Hong Kong parents adopt 'low care, high control' method of disciplining their children. Experts also pointed out that parents with high social status lack time to care for their children and it will have a negative impact on their children's character. They suggested that parents should give their children the proper autonomy and strengthen communication with them.

The Secretary for Financial Services and the Treasury, KC Chan, says it is unfortunate that many relief measures proposed by the government will have to be delayed as a result of the ongoing filibuster at the Legislative Council. He said many of the measures, such as the low income allowance, construction of a new hospital and the rental allowance for public housing tenants, are meant to improve people's livelihood.

He reiterated that the Government respects free expression, but law-enforcement agencies will take action when the law is breached.

Public sentiment was sparked by the government's refusal to allow civil nomination and genuine universal suffrage for the 2017 chief executive elections, as well as the release by the central government of a white paper on Hong Kong's one country, two systems.

More than 80 percent of the gamblers in the service industry are in debt, with about one-sixth of these contemplating suicide, a survey found. Most of the gamblers did not have a high education level and had low incomes. Social welfare groups urged the government to raise the legal gambling age to 21 as 60 percent of gamblers had started their habit before turning 21.

The Labour Secretary, Matthew Cheung, says the government is concerned about the 'tight' labour situation in Hong Kong, especially with many large-scale infrastructure projects in the pipeline. He said efforts had been made to encourage people to join the construction industry. But Mr. Cheung said large projects may need more specialists - and these workers may need to be imported from overseas.

The Association of Hong Kong Nursing Staff has warned that an acute shortage of nurses at public hospitals is putting the health of patients at risk. It carried out a survey that found that one nurse is caring for 11 patients on average; and that there's a lack of experienced nurses supervising junior staff. The association called on the Hospital Authority to set a standard nurse-to-patient ratio to ensure there's enough manpower to maintain a quality service.

In his new book, the former Chief Executive of the Monetary Authority, Joseph Yam, has warned that problems over political development in Hong Kong are 'eroding' China's confidence in Hong Kong. He also said the creation of a free trade zone in Shanghai had indirectly undermined Hong Kong's competitiveness. Yam's new book is titled Ju An Si Wei, which means "stay vigilant in peace time."

The Financial Secretary, John Tsang, has criticised some legislators for delaying a Finance Committee vote on initial funding for two new towns in the northeast New Territories. He said garnering support from all seven million Hongkongers would be impossible and politicians need to have the courage to make difficult choices when presented with imperfect options.

The Government disagrees that Hong Kong is a destination, transit and source territory for human trafficking for sex trade and forced labour, as suggested in the US State Department's Trafficking in Persons Report 2014. A government statement said the report didn't reflect it's "commitment and continuous efforts" towards fighting against human trafficking.

The Environmental Impact Assessment report on the construction of a third runway at Hong Kong International Airport concluded the impact was acceptable. It admitted the project will harm the marine ecosystem and reduce the number of Chinese White Dolphins during the construction period. But the negative impacts could be mitigated by measures such as designating a 2,400 hectare marine park.

A study found that stress and moods are among the main reasons why women started and continued smoking. Women took up smoking due to emotional reasons that include feeling sad or bored, to reduce pressure and to control negative emotions. The Council on Smoking and Health Council said there should be increased resources for smoking cessation services and more emotional support for female smokers.

He has also planned to set aside a site in Ma Tin Pok, Yuen Long, for a 1,000-unit youth hostel.

A City University graduate who tried to rob a computer shop where he had worked was jailed for four years and eight months. The defendant was chairman of the CityU information systems society and ran up debts worth HK$28,000 after organizing activities for members. He foolishly committed the crime in order to repay the debts.

A survey has found that Hong Kong women spend an average 36 minutes a day looking at themselves in the mirror but apparently they don't like what they see. They are mainly dissatisfied with their facial skin and body shape. The negative feelings may be related to beauty ads that set a standard for looks and promote slimming and whitening.

A survey commissioned by the Equal Opportunities Commission showed that nearly a fifth of workers have been sexually harassed. It is worrying that sexual harassment has become part of the working culture of the service industries. Harassment was in the form of touching or offensive remarks about appearances.

Chinese University experts have warned that children who wear a special type of contact lens – commonly called "OK lenses" - can damage the cornea. Parents should seek professional advice before deciding whether their children could wear OK lenses for vision correction.

Captain Gerald Fitzpatrick, a British soldier of the Second World War, expressed his gratitude to the Chinese troops for saving his life in the Battle of Yenangyaung. The battle took place 72 years ago during which Chinese troops broke through Japanese lines in Burma to rescue thousands of trapped British soldiers. Captain Fitzpatrick, who is now 94, visited Ju Ching Chu Secondary School(Kwai Chung) yesterday to talk to students about the battle.

The public swimming pool in Victoria Park was forced to close for several hours yesterday morning when eight of its 11 lifeguards took sick leave. There are growing calls for the government to increase the number of statutory holidays from 12 to 17 so that they are on a par with the number of general holidays. The Confederation of Trade Unions said all employees in Hong Kong should have the same number of public holidays.

A mainland tourist died after falling about 11 metres from an open-air plaza on The Summit at Ocean Park. DAB suggested re-launching the early-bird plan to encourage passengers to travel earlier in the morning, reducing fares and introducing more concessions.

An anti-gambling group warned that the upcoming World Cup tournament in Brazil could lead to a surge in problem gambling among Hong Kong youths. The "No Gamble 21 Alliance" said it expected many young people to start gambling on World Cup matches and some of them may get addicted. It said the government should raise the legal age for gambling to 21.

Seven public and private housing estates will participate in a waste charging pilot scheme. Three methods - charging according to garbage bags per household, by weight, or volume disposed of by the whole building - will be tested. Each estate will be free to decide on the trial charging level - or even whether to ask the residents to pay at all.

He also said the number of non-Hong Kong buyers in the local property market has dropped to a low level since measures such as special stamp duties were implemented, adding there is no urgent need to continue the scheme at this stage.

The government has proposed raising the retirement age for new civil servants to 65, in a bid to offset the effects of Hong Kong's ageing population and shrinking workforce. The disciplined services will have retirement age raised to 57, from 55. Those currently in service can work for five years after age 60 at the discretion of their department heads.

A survey has found that most people expect to retire at 59 and they need HK$4.9 million for a decent retirement life. Generally, Hongkongers have around a HK$1.8 million gap between their ideal and actual amount prepared for retirement. About 43 percent of Hongkongers have not put aside any emergency funds because 60 percent of their monthly income is spent on daily necessities.

The Department of Health will celebrate Joyful Fruit Month in April to encourage the public to develop a daily habit of eating fruit as a key part of healthy living. According to studies, over 50 per cent of Hong Kong adults did not know that they should eat at least two servings of fruit every day. Adequate intake of fruit and vegetables reduces the risk of cardiovascular diseases, stomach cancer and colorectal cancer.

A survey found that 63.6 per cent of parents' complaints were unreasonable. The complaining parents were too biased towards their children and their attitude or tone of voice was inappropriate. A kindergarten principal said the phenomenon might be due to an increasing number of monster parents. Common complaints were about commendations and punishments pupils received, bullying and pupils' workload.

The Health Secretary, Ko Wing-man, says private doctors have been invited to take part in the Public-Private Partnership Programme by the Hospital Authority. The new scheme will allow more outpatients who are in a stable condition to receive treatment at private clinics six times a year. Dr. Ko says he hopes the move will reduce the burden on the public health system.

Two Hong Kong tycoons, Joseph Lau and Steven Lo, were sentenced to more than five years in prison after being convicted by a Macau court of corruption. Lawyers say that in the absence of an extradition treaty between Hong Kong and Macau, the pair will escape imprisonment unless they visit the enclave.

A study has found that private cars are the main cause of rush-hours congestion. The government launched a new plan to reduce food waste being disposed into landfills. The police force is preparing new guidelines to handle verbal insults from the public. The Public Doctors' Association said verbal violence is not a solution to problems and the government should enhance public education.

Financial Secretary John Tsang Chun-wah has warned unstable labour and land supply will undermine future economic growth, and Hongkongers need to strike a balance to reach consensus on such issues. Singapore enjoys a stronger growth rate of 6 percent per annum as it has introduced overseas workforce and conducted large-scale land reclamation in the past decade, he said.

There was a 25 percent rise in registered street sleepers last year. Out of 712 registered street sleepers, 14 are university graduates and around 280 have secondary education. A social worker said the housing problem and high rents are the main reasons for the rise. He believed that some university graduates who have emotional or interpersonal problems end up on the streets.

As the world economy is stabilizing, the SAR must begin to gradually scale back these one-off relief measures and invest more in long-term social and poverty-alleviation policies.

The Health Secretary, Ko Wing-man, says the government is looking for a new site to store live chickens so it can separate those imported from the mainland from locally-reared birds. Last month, 20,000 birds at the Cheung Sha Wan wholesale market were culled after the deadly H7N9 strain of avian flu was found in a chicken imported from Guangdong province.

The Red Cross Blood Transfusion Centre is appealing for more donors, saying it needs at least 1,000 a day. An aging population and an increase in patients with cancer or blood- related diseases had boosted hospitals' needs. Donors from secondary schools dropped 8 per cent last year as a result of the new academic structure which eliminated the seventh form.

The Housing Secretary, Anthony Cheung, has conceded that property prices are now out of the reach of the general public. The HK$3 billion a year subsidy for low-income working families is expected to lift 38,300 households up to or above the poverty line and reduce the poverty rate by 2.1 percent to 13.1 percent, Chief Secretary Carrie Lam Cheng Yuet-ngor said. Lam believed the allowance will encourage more people to go to work without needing to apply for the Comprehensive Social Security Assistance.

The University Grants Committee rejected the City University of Hong Kong's plans to establish Hong Kong's first publicly funded school of veterinary medicine. A waste charging trial conducted by Greeners Action and Friends of the Earth at a building in Tai Kok Tsui last month found that imposing domestic waste charges could result in a 30% reduction of garbage and a five-fold increase in the amount of garbage being recycled. The green groups said the plan showed that such charges should be household-based rather than building-based.

It also calls on businesses not to print too many packets, and to avoid using signs of the Chinese zodiac as envelopes with them cannot be recycled.

According to the Hospital Authority's report, Tuen Mun Hospital has the worst record among public hospitals for elective surgery and the second worst in emergency operations for the fifth year in a row. A spokesman for Tuen Mun Hospital said the demand for surgery has risen with the increasing - and aging - population in Tuen Mun. But the Frontline Doctors' Union said the immense workload led to the turnover of some experienced doctors and it affected the quality of service provided.

Sir Run Run Shaw - the founder and chairman of Shaw brothers and the chairman of TVB - died at home at the age of 107. He made great contributions to the development of the local film and entertainment industry, and also made countless donations to both Hong Kong and mainland education. Although Sir Run Run has passed away, his perseverance and enterprising spirit will live on in the hearts of Hong Kong people.

Chief Secretary Carrie Lam Cheng Yuet-ngor said it was important to attract professionals from overseas to address the chronic labour force shortage in some sectors. She predicts that the labour force will reach its peak in 2018 and decline thereafter. She called on the professional sectors to do more to recognize overseas qualifications to broaden the talent pool for workers.

A Housing Department survey finds rapidly increasing numbers of young people applying for public rental housing. Over a quarter of the applicants on the waiting list were aged below 30, half of them were students with post-secondary level of education. Eighty-one per cent of the young applicants wanted to live on their own. Seventeen per cent believed public housing was a benefit they should enjoy if eligible.
